均衡功能-Balance function

开启或关闭保护板平衡各串电池电压功能，均衡功能原理是当单串电池间的电压达到设定压差时如0.03v,且电压高于设定开启电压，保护板判定达到均衡条件，如果开启的是充电均衡，则在充电时，达到上述条件，保护板开启均衡，如果非充电均衡，则在没有充放电电流时，达到上述条件保护板开启均衡。
